Introduction: Our client is a leading supplier of facility services (hard and soft) to the Ministry of Defence and they now have a requirement for a Delivery Manager based in or around the South Wales / Brecon area. The successful candidate will provide a single point of contact for both the Head of Establishment (HoE) and DIO for all estate related matters on site. Supervise maintenance and low value injected works delivery. Monitor supply chain operatives in the performance of their duties to recognised standards of productivity and quality and compliance with essential Health and Safety provisions.

Candidates meeting the criteria below who have previously served in the Armed Forces (Royal Navy, British Army or Royal Air Force) and those with previously experience working on a Ministry of Defence (MoD) site could be of particular interest.

Responsibilities:

- Understand the operation and priorities of the Head of Establishment (HoE) in order to pro-actively support estate activities. - Support end-users in the development of new work requirements including provision of formal Additional Services Project submission. - Ensure that all complaints are resolved in a timely and satisfactory manner. - Liaise with DIO, end users and other stakeholders to provide advice and support. - Deputise for the Site Manager as required. - Oversee the compliant, effective and timely delivery of statutory, mandatory and reactive maintenance and injected works and ensure completion within required timeframe - Monitor supply chain performance, service delivery, value for money (VFM), quality and safe working on site. - Ensure suitably qualified and experienced operatives are directed to relevant tasks. - Monitor supply chain work teams to ensure that operatives have appropriate vehicles, equipment stores and skills to perform allocated jobs. - Manage supply chain performance to ensure that all statutory, mandatory and reactive performance indicators are consistently achieved. - Support Site Manager to deliver tasks on maintenance and low value injected works activities. - Provide professional and technical support and advice where required to maintenance teams, DIO and end users. - Support the Help Desk in responding to requests for professional and technical advice. - Periodically examine maintenance records to ensure that necessary work has been undertaken as required by the safe system of work. - Keep and maintain records and update the WorkManager as required. - Work closely with the relevant Mobile Authorised Persons so that they are able to ensure all works where applicable conform to the requirements of JSP 375. - Where appointed for Working at Height and/or Confined Spaces, deliver requirements of JSP375. - Identify opportunities to reduce energy consumption by working with the Utilities Manager If required, support other sites outside allocated Service Delivery Area. - Ensure as far as reasonably practical that all persons within the site observe the requirements of JSP 375. - Review risk assessments and method statements to ensure they are to an acceptable standard. - Support area teams on matters related to existing installations and their interaction with additional works. - Manage project work as detailed by the Site Manager. - Perform inspections on completed and in progress works and ensure results are input into WorkManager on appropriate initiatives and projects. - Manage appropriate initiatives and projects. - Review site risk registers and follow maintenance and management processes. - Ensure compliance with health, safety, sustainability, quality and other statutory requirements. - Provide sufficient and timely supervision, assessment and coaching to ensure teams are performing to agreed service and production levels. - Maintain a positive environment in which Skilled Persons and other team members follow the requirements of JSP 375. - Coordinate the day to day activities of the site team for the effective delivery of contract requirements. - Advise management and the local client on technical matters in the relevant discipline. - Ensure availability of sufficient Skilled Persons to provide all services for maintenance and servicing of site operations. - Monitor the safe working of Skilled Persons. - Notify the Site Manager of any defects on equipment or systems. - Contribute to data gathering and forecasting for injected works. - Contribute to the forecasting and planning to develop and maintain estate plans such as the Integrated Estate Management Plan (IEMP) or Integrated Rural Management Plan (IRMP).

Applicant Requirements:

Essential: - Educated to HNC level in a Building / Civil Engineering or electrical / mechanical engineering related discipline (or equivalent experience). - Technical training to maintain and develop technical competence and awareness in the following: Asbestos Responsible Person, Familiarity with the sites and assets for which the person is responsible, Emergency first aid and Fire safety. - Familiarity with and experienced in working to safe systems of work appropriate to the discipline. - IOSH or equivalent qualification. - Excellent leadership and management skills. - Management of a safe system of work. - Significant practical experience in construction/property maintenance. - Demonstrable experience of working as part of a team and on own initiative. - Solving problems and taking decisions. - Commercial acumen. - Requirement to travel to other sites.

Desirable: - Demonstrable background in continuous professional development. - Knowledge of the geography / establishments in the clients service delivery area. - Use of WorkManager applications. - Good understanding of energy reduction methods. - Training in accordance with the requirements of JSP 375 for Working at Heights and Confined Spaces. - Previous working background within a military environment. - Supervisory management in a demanding construction / property maintenance environment. - Contract or site control.
