Description :

Our client is part of the Logistics Division of a major Middle East Group and a provider of transport and logistics solutions and services within the Arabian Gulf and throughout The Middle East.

In addition to general cargo haulage services they operate storage and consolidation services and they specialize in moving land based drilling rigs across sites and international boundaries. They routinely provide both contractual and ad-hoc support to the majority of upstream operators in Oman and well as most of the oilfield services companies.

They are seeking a Health, Safety and Environmental (HSE) Superintendent to be based in the interior in Oman. This is a contract role on a 2 year renewable contract.

The successful candidate will ensure that HSE policy, procedures and practices within the company are aligned with the HSE requirements of its major customers and that these are strictly implemented and followed at all levels.

You will ensure that the yearly HSE plan is aligned with the HSE plan of its largest customers and the plan is strictly implemented.

You will ensure that a constant high level of safety awareness and observation is maintained and that journey management rules and regulations are strictly adhered to at both operating companies.

You will ensure that all HSE related incidents / accidents are timely investigated, discussed and closed in consultation with its largest customers, as the case may be.

You will ensure that continuous awareness and training is provided to the management and staff on the importance of strict adherence to company`s HSE policies, procedures and standards. Also you will define training needs, organize training courses and programs and to ensure that an up to date, employee wise, records of all mandatory courses are maintained.

You will handle HSE related external audits, discuss and agree with the external auditors the findings of the audit and take timely corrective actions.

You will constantly monitor and check operational activities, conduct facility inspection (internal and external) and raise non-compliance with relevant head of department and escalate such issues to the Deputy General Manager and the CEO, as required.

You will compile a monthly HSE commentary and statistical report for submission to the Executive HSE Committee and you will make HSE presentations on our clients behalf and attend HSE related meetings organized by its largest customers.

You will ensure proper co-ordination with the Operations Department on all HSE activities and will recruit, train, manage and develop HSE staff and ensure they are competent.

You will recommend and lead the implementation of general skills training so that operational risk is reduced, likely to be in the form of competency training and assessment system for all staff up to and including supervision and you will act as an advisor to senior management in all aspects of HSE and skills training.


You will ensure HSE incident investigations are carried out and you will act as the Group`s representative at customer investigation reviews.

Finally you will ensure the HSE team are competent to use the IVMS system for checking violations and investigating incidents.

The role will involve travelling throughout Oman and frequent visits to our clients group head office in Muscat.

Knowledge and Skills:

To meet this unique challenge, you will be an accomplished HSE professional with your experience ideally gained in a military, remote sites or oil and gas environment.

Ideally you will have a strong transport background.

Your work experience should be supported by a post-graduate qualification in a relevant subject, such as NVQ Level 4 in Health and Safety Enforcement, NEBOSH Diploma or equivalent.

You should have in - depth knowledge of relevant Health and Safety legislation and legal procedures and have experience of enforcing Health and Safety legislation, conducting premises inspections and auditing to determine compliance with legislative requirements.

You should ideally have experience of investigating work related accidents and ill health reports in a commercial environment. A military background would be very useful.

You should possess excellent communication skills in English and ideally one other language and be able to adapt to rapid changes in a positive manner and work to tight deadlines.

Superb inter-personal skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.

Finally you should possess a Drivers Licence and be PC literate.
