Description :

Our Client is a subsidiary of a leading global provider of design, engineering, program management, construction management, and operations and maintenance support. They provide facilities management support to the International Peacekeeping Force which operates in the Sinai, Egypt.
They are currently seeking a Contract Administrator to be based at the North Camp located in the North of the Sinai close to the Mediterranean coast. This is an 18 month contract position initially and then renewable for an additional 18 months.
Reporting into the Program Manager ( PG )  the successful candidate will be responsible for
leading, supervising and administering the day-to-day contractual issues, advising project teams on the contract terms, contractual rights and obligations as well as contracts administration procedures, developing and maintaining quality control of documentation and providing contract training to project teams.
Specifically you will provide guidance and advice to Program Manager and other Supervisors on interpretation and implementation of the contractual agreements between our client and the end client.
You will co-ordinate day-to-day contractual matters with the end client.
You will administer Property Hand Receipts, Driver`s Training and the Vehicle Fleet.
You will monitor and oversee the approved On-Job-Training Programs.
You will prepare and review Contract, Subcontract and other documents, including Modifications, relating to the activities of our client as required by the Program Manager.
You will monitor our clients performance of the Statement of Work and advise the Program Manager of areas of concern. 
You will advise Program Manager and other staff on interpretation of the Contract and Subcontract agreements and language.
You will draft and write letters and documents pertinent to the administration of the Contract and Subcontract, co-ordinating as necessary with other staff.
You will review all contractual correspondence to and from the end client and the subcontractor.
In conjunction with the Finance Chief you will propose manning changes as deemed necessary and implement manning changes as directed by the end client and will maintain detailed records of authorized manning changes.
As required, you will prepare solicited and unsolicited cost proposals for submission to the end client, liaising as necessary with appropriate Supervisors and end client personnel.
You will act as Vehicle Management Group and Contingent \"Drive Right\" System Co-ordinator.
You will be responsible for the Property Hand Receipt program.
You will administer the Subcontract Agreement with the Sub Contractor, including but not limited to:  the review and approval of the sub-contractors monthly Invoices.
You will carry out the investigation and resolution of subcontract related problems involving timekeeping, attendance, discipline, absence, sickness, etc.
You will carry out routine co-ordination of day-to-day subcontract activities with Site Management staff at both North and South Camp.
You will supervise the activities of the Contract Administration Assistant specifically: Driver Training (co-ordinated with NZTAT); Driving license issuance, renewal and record keeping; Compilation of Monthly Vehicle Fleet Summary. Assemble monthly \"Drive Right\" system reports.
You will develop, maintain and update briefing and information papers, presentations, etc.
You will authorize and/or approve actions and payments within limits delegated by our clients Corporate Department.
You may act for the Program Manager, when so designated, during their absence and will perform tasks, and supervise subordinate Egyptian National personnel, -in accordance with Generally Accepted Industry and Professional Standards.

Knowledge and Skills: :
You will be an accomplished Contract Administrator educated to university or college degree level (or equivalent), preferably with training in Business Administration or a similar discipline.
You will have substantial experience of contract administration to include experience with government contracts (construction and/or O&M) and working with Local National subcontractors.
You must be computer literate (Windows 95/98 or greater, MS Office Professional and MS Project), and have a good working knowledge of proprietary accounting and general purpose software applications.  In addition you will ideally have SAP experience as the position requires knowledge of specific modules and some familiarity of modules that interface. An ability to extract information through SAP reports or EXCEL downloads, and a degree of customization ability is required.
You will have excellent interpersonal and leadership skills, someone who can establish their credibility quickly.
