Description :

Our Client is a subsidiary of a leading global provider of design, engineering, program management, construction management, and operations and maintenance support. They provide facilities management support to the International Peacekeeping Force which operates in the Sinai, Egypt.

They are currently seeking a QC Manager - Construction / Maintenance to be based at the North Camp located in the North of the Sinai close to the Mediterranean coast. This is an 18 month contract position initially and then renewable for an additional 18 months.

Reporting into the Program Manager, the successful candidate will be responsible for managing and co-ordinating the quality program for the end client.

You will handle the development, collection and reporting of quality and safety management system information and data for the end clients program quality and safety systems.

You will primarily be responsible for the performance of the internal quality system and project audits for the co-ordination, management and reporting of project quality activities, ensuring that project work standards are followed as defined in the quality plan or quality management system.

Other tasks will include the development and maintenance of spreadsheets and databases, preparation of reports, arrangement of surveys, or assistance in the preparation of procedures, job instructions or other documentation.

Specifically you will be responsible for the development and implementation of the end clients Quality Assurance Program (QAP) in accordance with laid down policies and procedures.

You will ensure the QAP is maintained in accordance with methodologies approved by the Program Manager and you will ensure that all work being performed follows accepted operations and maintenance procedures.

Your responsibilities will include, but not limited to, enforcement of relevant procedures, plans, programs and project procedures relative to our clients contractual performance.

You will provide overall program assessment and quality analysis for all contract activities.

You will perform the work requirements and performance specifications of the current contract document as applicable.

You will maintain and revise the Review and Analysis Program, including collecting and monitoring SAP data and developing matrix within all functional areas.

You will provide information to functional area management for the development or revision of SOPs and work instructions for control of quality within their organizations.

You will ensure that personnel assigned to the Quality Office are fully qualified as required by the job description and have received training as required and approved by Force Contracts.

You will interface with the end clients counterparts and will ensure that communication remains open. You will hold meetings with functional Supervisors and the PM to discuss findings.

You will gather data for the monthly reports and or briefings.

You will liaise with the South Camp Site Manager (Dual duty as Site QA Manager) to ensure compliance with established procedures.

You will visit South Camp at a minimum of once per quarter, if operational conditions permit.

You will develop project technical inspections, audits and surveillance procedures including sampling guides, checklists and reports and synchronizes that effort with the reporting requirements with the Contracts office.

You will ensure inspection/evaluation methodologies are updated to reflect changes in technology and directives.

You will monitor self-assessments and internal inspections conducted by functional areas and provide recommendations for continuous improvement.

You will prepare a monthly schedule of audits and inspections and develop mechanisms to ensure that performance trends are captured in the quarterly Review and Analysis Program.

You will monitor the control of deficiency reports and supporting documents.

You will conduct quality control studies, analyze the results and recommends areas of improvement. You will ensure that quality audits are conducted to verify compliance with the approved QAP.

You will ensure that elements of the QAP are audited at least twice a year. 

You will maintain quality control records including audit reports, corrective action requests, sampling guides, checklists, performance reports, and customer surveys from the functional areas.

Finally you will direct and train Egyptian National personnel in accomplishing work in accordance with an approved On-Job- Training program.

Although this role is based primarily at our clients North Camp, you may from time to time
