Our client is a leading fuel supply and distribution company operating in Europe, Middle East and Asia. They provide vital services in fuel management and supply to both the military and private companies operating in post conflict and remote areas.
They are seeking a Country Manager to be based in Kabul, Afghanistan. The position is offered on an open ended contract and can be considered permanent.
Reporting into the Operations Director, the successful candidate will manage the supply of fuel to our clients customers within Afghanistan. This is efficiently controlled through Site Managers and Administration Managers.
You will be responsible for the operation of all of our clients activities in Afghanistan. This is achieved by the establishment, improvement and maintenance of the following key areas to deliver best practice service to our clients customers.
You will provide measured advice where required to Senior Managers.
You will conduct technical interviews in conjunction with the Head Office HR Manager and SAM to evaluate candidates in order to maintain correct staffing levels.
You will develop and improve standard operating procedures.
You will ensure the QA Manager monitors and maintains QCP.
You will ensure all Health and Safety rules and regulations applicable are adhered to.
You will engage and maintain working relationships with Senior Military representatives.
You will chair a weekly management meeting with senior staff in Afghanistan.
You will produce a weekly report to HO to summarise activities and sales.
You will establish and maintain a professional working relationship with Afghan Sub Contractors and Storage Providers.
You will ensure leave rotation is maintained to avoid too many key personnel being absent at the same time.
You will take an active part in several level 3 conference calls to include but not limited to, supply, JFCB, HO update weekly call to CM/RM.
You will review ll COTR reports and activities.
You will monitor the training matrix to ensure 100% annual compliance
You will ensure the conduct of all staff is in accordance with Base SOP`s.
You will co-ordinate a quarterly operations meeting for all Senior Management.
You will ensure Afghanistan personnel receive induction training in Kabul prior to taking over their designated position.
You will cover for Site Manager`s absences and will ensure a Site Manager is capable of covering for your absence.
Finally you will attend various meetings at HQ ISAF, Afghanistan Customs House and Embassies. As such, you will always represent our client in a professional manner and will conduct himself/herself in such a way that will not prejudice or bring our client into disrepute.

Knowledge and Skills:
The successful applicant will have proven leadership, management and change management experience in fuel or general logistics with extensive experience working in a fuel environment.
You will have proven ability to work in remote, arduous locations, or a clearly expressed commitment to do so.
You will have a knowledge of capacities and stock on hand along with knowledge of convoy locations.
You will be able to establish protocols for improved fuel delivery management.
You will be able to develop operating procedures during expansion of roles and responsibilities e.g. when new contracts are awarded.
You will be independent of nature and decisive based on sound evaluation.
You will have advanced computer skills, database management and spread-sheet development.
You will have sound knowledge and application of contemporary fuel management and quality control.
Ideally you will have business process improvement skills and experience.
You will have a police clearance certificate, hold or able to obtain, NATO Secret Security Clearance. and gain an ISAF Badge.
Past experience within Iraq, Pakistan or Afghanistan is highly beneficial as is working in any remote or isolated location.
You should possess excellent communication skills in English.
You must be able to adapt to rapid changes in a positive manner and work to tight deadlines.
Superb communication skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.
You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment.
The work rota is 10 weeks on 3 weeks off.  The basic salary which will be paid in US Dollars will genuinely be negotiable so our client can appoint an excellent candidate.  In addition there will be a daily meals allowance of 23.50 Euros. You will also have free single accommodation with shower, toilet, TV, air con and cleaning will
