Description :

Our Client is the International Peacekeeping Force which operates in the Sinai. As part of its role it maintains two military camps one in the North close to the Mediterranean coast and one in the South near Sharm El Sheikh.
They are currently seeking a Radio Communications Manager to be based at the South Camp located at Sharm El Sheikh, Egypt.  The position is offered on a 2 year contract, renewable.
Reporting into the Chief, Information and Communications Technology (CICT) you will design, configure, maintain and monitor all HF, VHF, UHF netted radio systems, broadcast radio and TV systems, Audio/Visual (A/V) systems and Video Teleconference (VTC) systems.
You will manage the Radio Communications section. Specifically you will supervise three personnel directly and one subordinate work centre of three personnel as well as managing relationships with equipment vendors and service providers that directly support our clients netted radio and broadcast TV/radio services.
You will manage the radio equipment, repeaters, channels/nets/ talkgroups, programming software and dispatching consoles for all netted radio technologies at North Camp, South Camp and the remote sites.
You will ensure that Radio Communications personnel are properly trained on all equipment and software used as a part of the netted radio services and broadcast television/radio services and upgrades as required. You will supervise the Professional Development Program for Radio Communications section staff.
You will maintain up to date documentation of the radio nets, frequency utilizations, TV and radio channels, VTC units and IP addresses. You will ensure this documentation is consistently made available to necessary staff, and will ensure network management systems are updated with changes as soon as possible after they happen if applicable.
You will prepare the Radio Communications` annual budget submission for CICT/DCICT review and approval.
You will perform duties as the Budget Line Manager for Radio Communications section`s budget execution.
You will work closely with Deputy Chief, ICT for the Force Finance Committee on the development of the five year budget plan for Radio Communications equipment. You will ensure radio communications equipment is life cycled as per the proposed plans.
You will work closely and will advise the Force Communications Officer on Information Assurance/Security policies and capabilities for inclusion in organization wide policy documents for radio and VTC systems. You will ensure appropriate IA/IS policies are technically implemented on radio and VTC equipment to limit unauthorized use and access of network resources and data.
You will be responsible for accounting for all radio communications, VTC and A/V equipment held in ICT-controlled buildings and racks. This includes ensuring equipment is properly handled/disposed of at end of lifecycle. You will be responsible for accounting for all applicable software, firmware and software licenses for the radio communications and VTC equipment.
You will be responsible for the upkeep and management of vehicles assigned to the Radio Communications Section.
Finally you will manage the disaster recovery plans for radio communications and you will ensure appropriate measures are in place to ensure continuity, reliability and availability of key radio communications services between at camps and remote sites in the case of equipment failure or other potential disasters.
Although this role is based primarily at our clients South Camp, you may from time to time be required to work at their North Camp which is located close to the Mediterranean coast in the North of the Sinai.

Knowledge and Skills:
You will be an accomplished Radio Communications Manager  with a Bachelor of Science Degree in Information Systems Management, Telecommunications Management or related technical degree equivalent suitable work experience with Radio Frequency (RF) communications systems and management
You will have extensive commercial and/or government or military experience in the areas of radio communication systems and telecommunications management.
Ideally you will have experience of working in the Middle East and Mediterranean region.
You should have strong technical knowledge and experience working with HF/VHF/UHF radio and repeater technologies along with associated RF tools and test equipment with strong familiarity with digital and analog radio systems. Military experience, particularly with military RF communications background, is highly desirable.
You should have strong experience of radio network coverage planning and interference analysis.
You must have strong organizational and management communication skills and abilities.
You will have demonstrated ability to both lead and work as a member of a team.
You will ideally have user level
