Description :

Our Client is a privately owned international logistics, construction, procurement and facilities management provider. They are specialists in providing their services in mining, oil and gas, post conflict, remote and other arduous environments.
Evolving from early roots in Africa over 40 years ago, our client has substantial experience providing integrated solutions and delivering comprehensive projects in mining, oil and gas and post conflict zones and developing countries and remote locations worldwide.
Headquartered in Dubai, they began serving clients in Afghanistan in 2002 and in the years since has grown into a large multifaceted firm, employing over 1,000 staff from 27 different nations. Today they manage projects in such locations as North Sudan, South Sudan, Sierra Leone, Kenya, Chad, Uganda and Somalia. They are currently seeking a French speaking Civil Engineer - Project Manager to be based in the Central African Republic, Africa. The contract is initially for 12 months with extensions depending upon performance.
Reporting into the Head of Construction, the successful candidate will be responsible for technical engineering, engineering design and review, standards, survey work, inspections and other engineering software applications under the supervision of the Head of Engineering, maintaining standard industry design principles. 
You will perform construction administration services for various MEP projects including reviewing shop drawings, construction schedules, pay requests, attending project meetings, preparing / negotiating change orders, confirming permit compliance, reviewing acceptance testing reports, and coordinating project close-out.
You will manage design budgets and schedules to ensure that projects are completed on time and within the estimated scope and fee.
You will plan, organize and direct activities concerned with the construction and maintenance of structures, facilities and systems.
You will be responsible for resource allocation.
You will research and advise on the best engineering solution to meet with client`s needs and budget
You will produce detailed designs and documentation for the construction and implementation of civil engineering projects.
You will supervise, train, and evaluate Civil Engineers; and will assist in hiring and evaluating employees.
You will prepare engineering calculations required for the design of projects and supervise the drafting.
You will provide design data for surveying, and engineering applications using Auto CAD; Pavement Management; word processing; spread sheet and Geographic Information Systems (GIS); uses appropriate computer hardware; responsible for the data input and surveys, engineering drawing.
You will provide technical assistance and consults with other departments regarding engineering functions, site development, drainage, and all other MEP functions.
You will co-ordinate and direct research development and testing of materials, processes or systems related to civil engineering works.
You will supervise the testing and commissioning of completed works.
Finally, you will analyse and interpret reports on loading, labour, productivity, quality, materials and performance.

Knowledge and Skills:
You will be an accomplished Civil Engineer with extensive MEP experience.
Your practical experience should ideally be supported by a Degree in Civil Engineering.
Experience of working in Africa is a must and in terms of metrics you should have handled projects with a value above 2 million USD and involving around 100 plus staff.
You should have a good level of knowledge of water and sewer utility design, construction and regulatory guidelines and requirements.
You will have superior understanding of sewer collection and water distribution system design, pressure pipe design, pump station design, and hydraulic modelling.
You will have strong analytical and problem solving skills.
You will be able to read blueprints, floor plans and design data and able to read and interpret Industry standard regulations.
You will be experienced in budgeting/cost control.
You will be able to manage, organize, plan and implement work assignments, juggle competing demands and work under pressure of frequent and tight deadlines.
You will have strong interpersonal skills and ability to establish and maintain effective partnerships and working relationships with people in multi-cultural, multi-ethnic environment with sensitivity and respect of diversity.
You will have a commitment to continuous learning - willing to keep abreast of new developments in working environment.
You should possess effective cost, quality and time management skills. You should possess excellent verbal and written communication skills in French and English, able to adapt to rapid changes in a positive m
