Description :

To manage and lead the Electrical, Control and Instrumentation Department (EC&I), to ensure an effective and efficient service througout the establishment.

Identify, plan and support all establishment capital and maintenace projects/tasks with regard to EC&I and to ensure compliance with all applicable standards/best practices

Interface with suppliers and contractors to ensure best outcome for the site.

Manage and co-ordinate the SHE aspect of the department, looking to continually improve safety performance assuming responsibility for quality of work, budgeting and SHE performance.

Applications from suitably qualified ex-military personnel (Royal Air Force, Royal Navy, British Army, Royal Marines) are especially relevant for this position.

Major Accountabilities:

  1. Managing Personnel within the EC&I Department to ensure an effective and efficient service

  2. Ensure all tasks are completed to a satisfactory standard and comply to relevant legistlation/guidlines

  3. Responsible for prioritising the departments work activities, maintaing record of work tasks and costs

  4. Coaching and motivating staff, including apprentices, to improve overall performance

  5. Responsible for controlling EC&I aspect of capital and maintenance budgets.

  6. Identify training needs for staff within the department and the appropriate training courses.

  7. Setting and assessing AIP goals to all members of the department

  8. Manage the Refinery EC&I Workshop, ensure correct tooling is required to perform work effectively. 

  9. Responsible for effective performance and reliability of the site EC&I infrastructure.

  10. Acting as the site Champion for Functional Safety Critical Tripping Systems, ensuring that Emergency Shutdown Systems (ESD) that are designed to monitor and control outputs to prevent or mitigate major hazardous events.

  11. Acting as the site Champion for Hazardous Area Equipment compliance, ensuring that all equipment that is installed or taken into one of the site’s Hazardous Areas complies with Safety Laws of the UK.

  12. Responsible for maintaining and controlling the budget for carrying out all the EC&I work.

  13. Responsible for liaising with the National Electricity Network Operators to ensure a reliable and maintained electrical supply to the site.

  14. Responsible for effective spares management for all Electrical / Instrumentation equipment within the organisation.

  15. Contribute to the site shutdown plans, ensuring all EC&I work is planned and completed effectively.

  16. Manage Contractors to perform maintenance/project activities.

  17. Act as the designated person responsible for Distribution of Electricity within the establishment.

  18. Design  - all EC&I projects are designed in accordance with all the applicable standards.

  19. Risk Management – analyse work required within the project and identify all the hazards, draw up a plan of Control measures to mitigate the risks.

  20. Installation Management – all projects are installed safely with no harm to personnel or damage to existing plant and equipment. All installations are completed to a planned schedule.

  21. Contractor Control & management – Supervision of contractors to ensure a project is completed safely and as designed.

  22. Budget Management – ensure all projects are completed within budget constraints.

  23. Commissioning / Production co-ordination – a smooth commissioning of the equipment is completed, ensuring that the equipment meets its designed performance criteria.

  24. Documentation – the project is documented effectively in accordance with company policy.

  25. Training – responsible to ensure training is given to all relevant personnel.

  26. Continuous Improvement - Champion the continuous improvement strategies throughout the EC&I Department and across the business

    Relevant Qualifications/Requirements

  • Minimum of 5 years experience working in a similar role and with similar responsibilities

  • Certification B Eng

  • 5 year checkable history
