HQ4728: Facilities and Estates Manager

Location: Sutton, Surrey

          Salary: £28,000 to £32,000 / Annum + Pension

A Facilities and Estates Manager, reporting directly to the Bursar is required to lead and co-ordinate the work of the estates team ensuring a high quality of delivery of services including estates, security, transport, health and safety and any external use of facilities.

Key Responsibilities:

  • Management of all premises, within budget limits, ensuring they comply with health and safety and disability regulation and educational needs.
  • Line-manage the estates department personnel, work, plant and materials.
  • Work closely with the Estates team to organise and manage workloads and performance and feedback for work improvement options
  • Meeting with external contractors, project managing the works ensuring they are completed safety, on time and to budget.
  • Maintain a calendared rolling programme of works to cover refurbishment and maintenance of the school site and plant within budget limits ensuring they comply with health and safety and disability regulation and educational needs.
  • Assist the Bursar with the planning and costing of future refurbishments, building works and minor projects as well as rolling programmes of maintenance, repairs, staff overtime and contracted works.
  • Maintain essential services establishing cost effective procurement, efficiency and value for money.
  • Responsible for operational Health and Safety in line with policy including managing the asbestos register, overseeing risk assessments, particularly the fire risk assessment.  Attending and taking minutes for the Health and Safety Committee.
  • Maintain all records relating to the Estates department to the standard required by ISI Compliance Inspectors and that all necessary controls are in place and documented. Comply with all statutory and regulatory requirements and ensuring statutory tests are carried out.
  • Ensure that the relevant policies and procedures, including asbestos management are reviewed and updated regularly and presented to Bursar for approval.
  • Ensure all designated departments are compliant within the ISI framework, H&S and Disability legislation.
  • Direct management of all utilities, including heating, water supplies and electricity.
  • Day-to-day maintenance and repairs, `portering`, estate work and emergency cleaning as required.
  • Management of the furniture and equipment asset register including PAT records.

Events and Commercial Activities

  • Ensure School events and external lettings are appropriately managed including planning, caretaking, security and cleaning requirements.  Liaise with the appropriate staff to ensure that events run smoothly and safely and the requirements of the event organiser are met.
  • Maximise income from lettings of the facilities along with the development of external services.  Liaising with the finance department for the timely raising of invoices for lets.  The School currently let the premises to various organisations during evenings and over the holiday periods.

General

  • Oversee the School vehicles ensuring they have valid insurance, MOT, tax and service checks when required.  Maintenance and record keeping of the drivers logs.
  • In liaison with the teaching staff and the front office, co-ordination the school minibuses for trip and sports fixtures. 
  • Undertake relevant training and study as required in order to keep up to date with relevant legislation and developments.
  • Attend all meetings both internal and with outside contractors as required.
  • In the event of staff absence, be prepared to assist with driving or other arrangements. 
  • Directly responsible for unlocking site at start and end of the school day and overseeing security of the site.  The post holder will be first on the security call out list, and therefore an out of hours response may be required.
  • Responsible for overseeing the activities of the cleaning contractor.
