HQ4729: Procurement Manager

Salary: £41,587 to £45,746 / annum
In this pivotal role, you will manage the procurement activity across Rail Group and High Speed Rail (HSR) through the Departments Specialist Technical Advisor for Rail (STAR) framework.
Your involvement will ensure that key projects are successfully delivered across the department.
The Specialist Technical Advice for Rail (STAR) Framework is the means by which all Rail technical and commercial advisory activities are procured in Rail Group and HSR. The Framework has 42 suppliers and an estimated spend of £80m over 4 years.
Each contract supports the delivery of key projects such as Rail Franchising and Direct Awards, Major Infrastructure Projects and HS2. The STAR Framework allows us to use a variety of suppliers covering different skill sets & specialisms which again permits us to deliver challenging projects flexibly. It is unique in the way that it operates with its matrix of suppliers and with the depth and breadth of capabilities we require to meet the needs of the Department.
You will make sure that robust processes are in place, support senior stakeholders who wish to utilise the framework whilst ensuring we achieve value for money and efficiency targets.

The procurement function is managed through a sophisticated, collaborative operating model which includes the central department, agencies and arm’s length bodies (ALBs) which influences an annual commercial expenditure of approximately £15billion. We are involved in some of the most complex commercial projects including Rail Franchising, High Speed Rail and Major Roads investment.
The Commercial Relationship Management team is responsible for providing end-to-end support to customers throughout the life-cycle of procurement and commercial activities.
You will join an enthusiastic expert team function that holds CIPS standard accreditation.
