Description :

The Company and the Role:
The company is the International Peacekeeping Force which operates in the Sinai. As part of its role it maintains two military camps one in the North close to the Mediterranean coast and one in the South near Sharm El Sheikh.
They are currently seeking a Contracts Manager to be based in Sharm El Sheikh, Egypt.
The position is offered on a 2 year contract, renewable.

Key Features of the Role:
You will be responsible for preparing and maintaining all documentation for each contract. This will include a Request for Proposal, bid committee assessment, award notification, contract itself, nomination of a Contracting Officer`s Technical Representative, notice to proceed and contract performance certification prior to payment approval.
You will have the authority to award contracts up to $100,000 in value. For contracts more than that value you will seek HQ approval to award.
You will utilise prepared Standard Terms and Conditions for Contracts without recourse to HQ (unless the contract value exceeds $100,000).  However, any proposed or requested amendments to the Special Terms and Conditions, Construction Terms and Conditions and General Terms and Conditions will be referred to HQ prior to use.
You will manage a Contracts Analyst who is provided to support contract performance monitoring and reporting, service delivery assessments and cost analysis.
You will ensure that all contracts have an `internal only, for cash management purposes` copy raised and maintained in SAP and shall ensure the prompt entry into SAP of all services received from contractors; and then released in `hard copy` using the format and Terms and Conditions.
You will ensure that only responsible suppliers are used and liaise with HQ to increase the pool of contractors available for Contracts and also assess the suitability of any Contractors based in the Sharm El Sheikh area.
You will introduce and develop bid analysis and scoring systems that are both fair to the contractors and will withstand external scrutiny and chair all contract bid committees and always seek the `most advantageous` bid making use of Best and Final offer procedures where beneficial review and / or audit work as required.
You will be responsible for the day-to-day management of all Force Contracts with regard to the Contract with the Labour Supply Contractor and work with each and every contractor within a current contract to effect service delivery and ensure the best value for money is obtained.
Where unlawful actions by a member of a contractor`s workforce (whether from the Labour Supply Contractor or another contractor) is suspected you may request an investigation and withdraw the member`s access permit to site locations. 

Knowledge and Skills:
To meet this unique challenge, you will be an accomplished Contracts Manager with significant hands-on quality assurance/contracting/procurement/operations management experience with a blend of background in civil and military contracting/contracts management.
Prior experience in multi-activity or operations and maintenance contracts and experience in a military environment and/or Middle East would be helpful.
You must be computer literate with word processing/spreadsheets and ideally have experience in using SAP ERP software.
You should possess excellent written and verbal communication skills in English. The ability to speak some Spanish and / or Arabic is desirable but not essential.
You should be a confident communicator with the ability to supervise, motivate, coach and train a team of local nationals.
You will be flexible, possess initiative and able to pick things up quickly.
Superb inter-personal skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.
Finally, you should be pc literate and possess a Drivers Licence.

What`s on Offer?
A basic salary of around £75,000 per annum will be paid in US Dollars ($98,687) and is tax free for an Ex-Patriate employee.
Included in the basic salary is a 20% location allowance payable and also a 7% allowance in lieu of a pension scheme, both of which are tax free for an Ex-Patriate employee.
A 2 year unaccompanied status contract is offered which includes free accommodation, laundry, local transport, life assurance, health insurance and meals. In addition employees have the use of a phone to call family and friends and the internet for e-mails etc.
The holiday entitlement is 28 days plus 12 public holidays.
The organisation does not provide a specified number of free flights but awards a cash sum each year in US Dollars which the employee can spend as they wish to facilitate their R and R leave. Mobilization and De-Mobilization flights
