Our Client is the International Peacekeeping Force which operates in the Sinai. As part of its role it maintains two military camps, one in the North close to the Mediterranean coast and one in the South in Sharm El Sheikh.
They are currently seeking a Force Safety Officer to be based at the South Camp located in Sharm El Sheikh. The position is offered on a 2 year contract, renewable.
Reporting into the Chief of Staff (COS), you will advise the Force Commander (FC) the COS and the chain of command, on occupational safety and health functions in order to prevent or reduce avoidable accidents.
As the Principal Staff Advisor and Subject Matter Expert (SME) on Safety and Risk Management, you will co-ordinate subordinate programs within contingents, divisions and branches, and integrates these efforts into a synchronized Force-wide safety program with particular emphasis on vehicle safety and reduction of driving accidents which is our principal threat.
Additionally, your responsibility encompasses all areas of safety and includes, but is not limited to, newcomer briefings, Force safety training, risk assessments, accident investigations, safety excellence recognition and the FC`s Quarterly Force Safety Council.
Lastly, a critical function of the Safety Officer role is that you will establish and sustain a repository of historical files and investigation reports for analysis in identifying trends and lessons learned, the application of which, by current and future Force members, will increase awareness of existing hazards and ideally mitigating probability of accident recurrence.
You will be assisted by a Safety Officer Assistant (SOA), who is a Canadian Warrant Officer.
Specifically you will as a member of the Staff Advisory Group (SAG), serve as the Principal Advisor to the FC and COS on safety matters in the Force.
As the FC`s principal representative, you will be empowered to inspect occupation safety and health across the Force, including all locations, contingents and divisions, military and civilian. These include remote sites, convoys, training, living areas and work sites and provide guidance for corrective action as well as feedback to the chain of command on site.
You will co-ordinate with our clients Contract Manager on addressing safety concerns with the Contractor and contract employees.
You should attempt to educate Operators and Supervisors as the relevant level. However, you will be empowered and expected to make recommendations to the FC for contingent and/or Force-wide NZTAT training to avoid trends.
You will conduct regular meetings to integrate the focus and efforts of Safety SMEs into this Force-wide efforts of safety interest including, but not limited to: Ground vehicles ; Aviation safety including sling-load operations; Marine watercraft operations; Swimming, beach and pool safety; Explosives and ammunition handling/storage; Range safety; Fire prevention and electrical safety; Preventive-medicine; Industrial hygienist; Noise survey areas; Air quality tests ; Lifting devices ; Construction safety; Confined spaces; Lockout-tagout procedures; Excavation safety requirements; Hazardous material (HAZMAT) handling & disposal; Personal protective equipment (PPE); Ergonomics; Blood borne pathogens and Respirator devices.
You will be responsible for the Force Newcomers` Briefing.
You will manage the Force safety budget and awards program.
You will conduct inspections and provides risk management to mitigate or control hazards for Force level missions and training events.
You will conduct training and safety education through classes, briefings and safety awareness programs using publications and media sources, and integration with NZTAT.
You will conduct periodic Safety Reports to provide feedback to the FC, COS, contingent commanders and branch/division heads of emerging trends and/or focus areas.
You will co-ordinate, prepare and facilitate the Force Commander`s Quarterly Force Safety Council.
You will be responsible for developing and updating Force Standard Operating Procedures (FSOP), Safety Annexes for Operations Orders, as well as submitting input for the MFO Annual Report to the Rome HQ.
Finally you will operate from South Camp (SC), but will also perform duties at North Camp (NC), remote sites and accident scenes throughout the region as required.

Knowledge and Skills:
To meet this unique challenge, you will be an accomplished HSE professional with some of your experience ideally gained in a military or remote sites environment. Ideally you will have significant experience of vehicle fleet safety.
Your work experience should ideally be supported by a qualification in Health and Safety such as a Degree, NVQ Level 4 in Health and Safety Enforcement, NEBOSH Diploma or equivalent.
